This is a fucking fail. The orders are to keep crime rates down, and the “Officers” are so retarded that they think it ment ‘ARREST ANYBODY!!’ God, this just proves more that New York fails.
There are more than enough people comitting the crimes to fulfill these quotas. All this “quota pressure” does it remind the cops not to slack off! “oh no, the cop arrested for comitting a crime cuz of a quota! wahhh!”. please.
Telling the truth gets you in trouble these days. It’s messed up when some cops harrass people and the real criminals get away.
