There are more than enough people comitting the crimes to fulfill these quotas. All this “quota pressure” does it remind the cops not to slack off! “oh no, the cop arrested for comitting a crime cuz of a quota! wahhh!”. please.
Telling the truth gets you in trouble these days. It’s messed up when some cops harrass people and the real criminals get away.
Sounds like Officer Polanco is admitting to violating peoples civil rights to get days off from work.
